I think the movie you're thinking of is No Escape. Movie plots than turn a public place into a prison has been used in a few movies. The poeple that do these things arent scared of ANY consequences. This guy gave up without a fight. Threatening jail, threatening death, threatening island "rehab" is nothing to them. It doesnt matter if we save money by not incarcerating them, is that really what we should be worried about right now? A dozen plus people just died.
