You probably already know that the 95 96 is a zenki and the 97 98 is a kouki and they are both s14 chasis. You can put 97 98 body kit on a 95 96. There will be no issues for the rear bumper or side skirts, but when you put on the front bumper you need 97 98 fenders, grille, headlights and hood.

I too have seen the light and left honda. I bought a 97 LE. LE is the luxory addition and it comes stock with keyless entry, 5 lug, lsd, sunroof, 16" alloy wheels and platinum leather interior. But asking what car to buy should depend on what you want out of the car. Do you want a sunroof? Do you want 5 lug? Do you want LSD? I bought my 97LE because I got a great price and it was in great condition. But it would pretty much be the same car if it was an SE because of all the stuff I have done to it. The 97 98 240sx have the same engine in them ka24de. They all have the same look so basically you just need to do what you would normally do when buying any kind of car, whether nissan or honda. Rust? Vehicle history? Vehicle maintenance? You know your typical buying procedure. Check for rust under the rear wing and if you have access bring an obd2 reader and check to see if they have any codes. Read this too
