Can't tell you their rules... but generally you can ride no problem. Some places for insurance may make you pay a nominal fee, or sign a waver, but otherwise you should be good.
Someone from here will give you a ride, but even that aside in general people at races are f*** awesome. We are all there for the same thing, and there is usually a pretty good atmosphere.
Some of the more hard core guys MAY worry about weight if they are in a championship type situation... but in probably 95% or more of cases you could likely show up at any autocross, walk up to any driver and politely introduce yourself then explain your interest and lack of experience and they would be more then willing to give you a ride.
I know personally, I like my car, and I love driving... You think I am gonna turn down the opportunity to share that with someone, especially someone who's interest is just budding? That is like a heroin dealer telling high school kids to stay clear of drugs.
And as I said, autocross is easily the ultimate way to get into motorsports. Don't worry about it, or think you need any kind of experience... Hell, most clubs will have loner helmets so you don't even need that. Next opportunity you see, sign up for an autocross and get your car out there. No better way to gain experience then by experiencing it.
If you can, introduce yourself early, find an influential Nico person and see if you can't get permission to do a course walk and get them to talk/show you through that processes.
