Not sure if its purposely built into the forum code or design, but why is there ads taking up the entire screen w/o the close button or being unresponsive to the esc key to close out?

No real way around it. Ad networks take their directives from publishers, but they also accept ads from various sources.
When one of those types sneaks in, we report it, and it goes away, but there's always another shady one right around the corner.
