this is considered a swirl pot, i believe a surge tank is what you use for fuel, correct me if im wrong, the swirl pot uses the two highest points of your cooling system in your engine bay, one on the motor, and the other on the rad. to install this properly you need to have a dummy cap (to replace the rad cap), run the old over flow nipple to the second highest inlet on the swirl pot. tap a 1/8th npt hole in the bleeder screw hole on your motor (drill it out), and run the hose that comes off the nipple of the old over flow to the highest inlet on the swirl pot. mount the swirl pot neck higher then both the bleeder hole and the nipple on the rad, after you mount the swirl pot you will have to make a adapter that will allow the water being sucked through the two feed hoses back into the lower rad hose, i welded a bung into a aluminum piece of 1.5 inch pipe, then i screwed a 3/8 barbed fitting on to the "adapter/ return pipe", the suction from your water pump inbetween the t-stat housing and the lower rad end tank is what causes the swirling affect in the swirl pot. thus creating a sort of vacume. the bleeder hole you tapped is going to start pissing out fluid first because its easier for it to escape from the then all the way bk in to the rad.
hope this helps explain how the "swirling affect" is created
