I don't think many vendors will be strong advocates of getting the law changed since many of those vendors sell CARB legal kits that are smog legal. These kits are expensive and the only reason people buy them at these expensive prices is because they are street legal. If the laws were changed where a lot more cheaper parts were smog legal these vendors would probably not sell as much AEM, STILLEN, K&N products and lose money.
I wish the smog restrictions in this state only regulated the actual emissions coming out of the tail pipe and not the parts under the hood. This way you could have a RB26 with a top mount t67 running 35 pounds of boost and as long as you have the necessary EGR recirculation and catalytic converters to pass the emissions test you'll be fine.
Well there you go, lobby to get it changed to that! That's all that should matter if that's what the EPA is worried about. I've done SR swaps for cars and tweeked the fuel and timing to pas regular emissions in my state for people many times. What they do after is there business but it passed my states regulation for that year, make, and model.
