Well first of all, I'm Asian. I've seen all the ways it's been cooked. There are various ways, not just one. Different places cook it differently. My grandparents used to have a Chinese restaurant and they cooked it a special way for me. I like mine spicy with almost no vegetables, just enough to give it flavor. That's pretty much how I ask for it at "China Chili." And about the name, yeah it's different, but they have the best Chinese food in town which is saying quite a bit.
And yeah, I know what a leek is. They do put in their Mongolian beef but it goes back to me not liking a bunch of vegetables.
I don't know how they cook it where you go, I'm assuming you're white so the way you're familiar with is the "Americanized" version. Most Chinese people don't eat the food the way they serve it to their customers. It's usually much different.
