I always wondered something about this, let me see if I can explain. I believe it wouldn't be THAT difficult to make non-pop-up lights. Use a square tool and measure the dimensions of a cavity you can create flush with the hood and front bumper. Draw a mock up with measurements and all that. Find a light that fits in that space. Take you're mock up to a metal worker's shop, and have him cut you a piece that is the appropriate dimensions. Drill some mounting holes, and bolt that sucker to the core support. Drill some more mounting holes, and mount your lights in. Wire them up, spend some time pointing them in the right direction, and you're ready to roll. If you want you can take your pre-fabbed metal piece into a body shop and have them painted to match your car. I can't imagine this whole process running any more than $500ish and a hella lot of time. And if you are good at metal working, MUCH cheaper. I may be doing this soon, I'll try to post a writeup. And yes, I understand the difficulties of getting good mounting points, wiring, metal working, drawing a good mock up, what materials to use, and that I'd have to remove the entire stock motor/light/mounting bracket assembly. All these I'm well prepared for.
