For small claims (at least in NC) you can send the summons via certified mail or take it to the sheriff and the sheriff will deliver it.

It costs $50 at the most to file. You'd have to make 2 trips to NC but if you're owed hundreds or thousands of dollars by this guy it would be worth it.

It's real simple. They have numerous claims of fraud, get a search warrent and go bust him with the loot. If a neighbor told the cops they saw you with a joint, you would be in county lockup so fast your head would spin but this guy is a menace to society and they sit on their hands.
