because you can bolt-on a "dry fogger" system to any car/truck/mini van/zamboni and make power.
Extracting power from an engine through proper tuning takes skill. Turbocharging (and supercharging) requires some knowledge and talent (when done properly). Boost lag, flow ratios, and efficiency have to be tailored to the particular application, and thankfully an Asian number-cruncher does most of that before he puts a certain turbo into a bolt-on kit.
That is why a kit for a 1.6 liter Honda engine gets a different turbo than one for a 3 liter Nissan engine. Nitrous kits are all the same: a big bottle, a button, and some hose.
You can get technical with it, syncing up injection at certain RPM and gear, but that just automates the process of hitting a button.
I wouldn't call it cheating, because in a drag race the goal is to go as fast as possible, but you won't earn any respect. A Chimp can press a button, but can he extract 250+ lb-ft torque from a CA18DET? People on this board can, but they have trancended pushing a button.
basically, you wouldn't give any respect to some kid who beat you in his mom's 3-cylinder GEO if all he did was bolt a 75-shot onto it. If you would, you are a fool.
