IIRC the rocker ratio is something around 1.7:1, meaning a change in 0.075" of valve lift requires a change of 0.044" of cam lift, or a base circle reduction of 0.044" since these are regrinds.
Is HLA/Valve work required? No, the change in base circle is small enough that the HLAs can take it up without worries.
However, when I had my heads done (which Jerry has now) I had a racing valve job done, which basically moved the valve stem tip up once the valve seats and valves were machined. This re-established the proper rocker/cam clearance, and I had that valve height matched on all cylinders. Granted, the rocker then sat at a slightly different angle, but this is also not out of the relm of acceptable by any means.
