I can't find anything on the other 9. dunno.
Did find this from a law school prof...
Monday's decision showed Bush's resolve to act, said Scott Silliman, a professor at Duke University law school who practiced law in the Air Force for 25 years.
"When you cut everything aside, this is a very personal decision," Silliman said. "The president is basically saying, 'I'm going to put someone to death.'
"It's a very political issue in this country," he said. "No president up until Bush has wanted to take that on."
In his nearly six years as governor of Texas, Bush presided over 152 executions, more than any governor in recent history.
Sort of supports my initial thrust that Bush is a little different.
