Its basically a single room A/C with an external condenser. Might work well for situations like yours and/or rooms that are terribly balanced. Its a bit pricey, but for situations where a home's temperatures way warmer in a particular room, it can be a simple solution. For a more short term solution, you can get one of those portable A/C units for like $400.

The latter option is not out of reach for most people. And zone climate control is likely to require quite a bit of hardware to work correctly. Valves, sensors, wiring, the controller, etc. Not to mention installation of this hardware. And as far as I can tell, the set-up in the link is just programmed to help balance the output. You'ld probably want a system that can apply the A/C to specific rooms. The hardware would be mostly the same, but you'll likely need to find or write code specifically for this.
