wipers have a mind of their own

So i have a 90 240sx , an like the title states they have a mind of their own. i've checked the fuse and it is fine, and the lever on the column is in the "off" position. Sometimes they stop, other times they stay on as soon as i start the motor,and don't stop till i turn the key completely off. the intermitent setting on the lever doesnt work, but the bottom 2 settings still work fine. when i pull back on the lever for it to squirt fluid nothing happens and there is no noise, that u would normally here
