Windshield wiper problem

Ok, this might sound stupid but it's an annoyance. On my 89' S13 Hatch when my wipers go down they make a really loud smacking noise, and it appears that the wipers are scraping my windshield and making scratches...I have good blades but the wipers push down to hard and then make the noise when they hit the bottom. Anybody know why this is or how to fix it?

the bolt rotates inside the plastic wearing it out . the wiper is then lopsided and makes annoying noise. i put some silicone to fill the worn spots and than grease and has not made noise in year. only passenger side was warn. I went to junk yard to replace the part but they were in worse shape than mine. i live in rainy area so it gets a workout.

Thanks! I live in a fairly rainy area too. I'm tearing tht piece apart as son as I get my car back from the shop. Thanks again.
