windshield wiper arm removal on 1991 240sx

I removed the nut/cap off the bolt that holds the wiper arm on but bolt seems very tight as it passes through wiper arm. Will I need a puller to remove? the arm wobbles side to side so i am taking it off to see what is going on. i can see the bottom of the bolt and it is loose so the washer or whatever is warn out in the cylinder the bolt passes through.
