Will the water pump tensioner work without a PS pump?

Straightforward question....



If the power steering pump is removed, is there enough adjustment in the power steering/water pump tensioner to run a belt from the crank pulley straight to the water pump (and be tensioned correctly)?

That's how i run my PS and it doesn't slip under mud water!
