I dont know where you got the idea this was a mod of some sort, but IIRC 15 degrees BTDC is the factory base setting. They most likely set it there while doing the tune up. My guess is they were dealing with detonation issues. Its possible that they were attempting to increase torque production in the lower range by reducing knock. This could allow the ECU to over advance timing in the lower range. Its likely it would only reach the preset knock limit, somewhere close to redline. This would essentially increase mid range power, without greatly sacrificing the engines ceiling.
