What makes the S13 understeer so much?

He was talking about forward bias though braking as opposed to inaction.

Cars have a forward brake bias when braking anyways, otherwise if both front and rear brakes were equal the rear tires would lock when the weight shifts forward.

I guess he's saying its even MORE biased towards the front than normal cars.
