"Grabby" refers to initial bite.
Some crappy pads (and brake systems in general) have WAY more stopping power when the pad is cold than when hot, and some brake systems seem to apply the brakes before you really feel much/any pressure in the pedal. Those 2 things combined make the brakes seem "grabby".

On the opposite side of the spectrum, if you have a system where you'll start to feel pressure in the pedal, and only slight braking is occuring, but brake force increases proportionally with pressure (and doesn't change as the pads heat up [within reason]), then you'd call that a more linear response.
