to put on a blue suit with black trim, put a badge on your chest, and try to "uphold the law" without proper credentials is indeed illegal. but hell, you can go out and buy a cop car that is still painted the silver/blue combo, or black/white, whatever, and you look like a cop from 6 kilometres away. they cant slap your car on the wrist for looking like a cop car. but they can slap cuffs on you for looking like a cop.

A good friend will always take up responsibility for his own actions. Not take you down with him. If it's not a good friend, I'll be the first to rat the guy out if it's my *** on the line. It's one thing to be a snitch just to be a snitch. It's another when your own *** is on the line. Get an attorney to make sure your legal rights are protected. I'd say if you cooperate, you're probably looking at a slap on the wrist probation as a worst case scenario. And I believe you may be able to get your record sealed since you are a juvenile(at least it sounds like it).

stutt944: in CA, there is a vehicle code that does not allow you to even make your car look like one. It's subject to interpretation and probably intent, but I'd avoid putting myself in that situation. I would think other states have similar laws.
