Majora's Mask gets fun, but you have to wade through the very slow early stages to get to the meat of the game.
I love Windwaker. It's one of the best 3 or 4 IMO. The sailing can get tedious when you just want to progress, but it can also be a lot of fun if you just feel like sitting back and relaxing. I hated the art style when it was first announced but by the time Twilight Princess came out I was so fond of Windwaker's stylization I was upset to see the new game return to the more realistic look. Once you unlock all the hurricanes so you can teleport around the world, the sailing aspects become much less bothersome. The dungeons in Windwaker were all fantastic, and the story and characters are among the best in any Zelda title, up there with Link's Awakening and Twilight Princess.
