very odd headlight problem

Just picked up a vert. never owned a s13. I go to turn the lights on low beam and only the left side works. when i switch to high beams and only the right side works. cant tell a difference in brightness. but its cutting off the other light when i change from low to high. ive herd of them being wrong low to high or high to low but never on to off, switching sides like that. might just have to install HIDs

If the sockets aren't getting power, give this a try. I was seeing a similar issue but only with the high beams (passenger side high beam never worked despite good bulb).
