it's a bit unfair because, if someone is non asian they automatically get a free pass on getting in a car accident. whereas a decent asian driver that knows how to drive but somehow was involve in an accident for whatever reason, he is to blame on his asian driving ability.

Well to be honest, its not fair to say that all asian people drive poorly, as japanese drive quite well, but the rest! Lemme say that stereotype has been EARNED.
Now, however, the stereotype is self-sustaining. When a non-asian person cuts me off in traffic I just assume they're an ***hole and think nothing of it, but when an asian person does it, I think that asian people are bad drivers, and I usually see them plastered to the steering wheel trying to see over the dash, which further reinforces the stereotype. I don't notice asians that drive well, as I don't usually notice anyone who drives normally. In order for the stereotype to die, EVERY asian person would have to drive perfectly for years, not cutting anybody off or making stupid traffic maneuvers. Even then, comedians and writers would still poke fun at the stereotype as it is fairly funny. I don't know if there have been any studies as to whether descent has any bearing on your driving abilities but I will say this: asian people typically have terrible eyesight.
