throttle stuck at 1500RPM minimum?

So with my brothers 2001 maxima the throttle is stuck at 1500RPM minimum. If i put it in neutral the engive revs to 1500, i can accelerate as needed but this makes braking annoying because if i just tap on the brake the car will lurch forward. if i let off the brake the car will constantly accelerate... leave it long enough and it will get to 35-40mph on its own.... not the safest situation.

Im guessing its the TPS ... but i didnt know if the maximas had drive by wire or a throttle cable directly connected. is there an adjustment to the throttle body or cable that I can make so it doesnt idle so high and back to normal at something like 800RPM. thanks.

2001 and earlier Maximas (those with engines other than the 3.5 liter) have direct physical cable connections. 2002 and later have the electronic drive-by-wire.
