Having a plate means very little. If it has a 9 digit VIN, then it has not been issued the proper 17 digit federal VIN code.
Registered in a state is one thing, but highway legal is a whole other ball game.
It is a gray market vehicle, plain and simple. Yes he can own it, and drive it, he may even be able to insure it. But he will always run the risk of having the car taken away. Every time he gets pulled over he will be gamb|ing. All it takes is one suspicious cop, and the car goes bye bye forever.
