Right, so I think you're seeing Europe as a collection of States, rather than a collection of countries. I'm pretty sure that each of those countries is still federalized internally. The difference is that France and Germany are part of one regional alliance, called the European Union, not a federal system that lost its government.
The United States were formed as such. The European Union is a collection of countries that have banded together. As if each of the colonies was an independent nation at the forming of our Union. But they weren't.
