Im guessin the noise ur talking about is the starter signal relay. Now even though ur starter is getting power doesnt mean its working. It could be locked up. The best and most inexpensive thing to do is beat on the starter and see if it turns over while trying to start it. I jus helped a friend with this the other day. Relay clicking, starter has power but not turning over. I pecked on the starter while he turned the key and BAM..it started

Is the ground wire still attached to the starter solenoid?

Your solenoid may be bad.

If the starter and solenoid are working; In my case with the old motor the voltage drop across the battery terminals was extremely large, leaving the starter with a low amount of power.

Get new battery terminals and clean the wiring that mounts to them AKA degrease and sand the metal, then you should be good to go.

If the voltage drop is "extremely large", then shouldn't the starter be getting alot more power? as oppose to a small drop, giving the starter a small amount of power. IDK

Check the battery... It could be fully charged and not enough cca (cold cranking amps,) or just a bad battery. Also take a multi-meter and stick one of the leads, the red one, and put it on the positive post of the battery. With the other lead, the negative, drag it across the plastic top of the battery. If their shows to be any thing other than 0.00 then their is a problem. If above 0.01 or above it is called a parasitic drain. To get rid of this parasitic drain, simply spray any window cleaner on the battery. The amonia in the window cleaner will neutralize the acid on the battery, also clean up any corrosion on the cable ends... corrosion is not conductive. Also the starter relay is in between the fender and the battery if u need to replace the part number is 25230 89981 or RY132
