im not sure to much about the solid lifters but i heard you have to have them shimmed after so many miles, and arent they really only used for revs higher than stock redline?? i could be very wrong bc im not familiar with them
if your gunna do head work getting cam gears would be smart. BC's are good but its true you do need to degree them in to get the most potential out of them but as a drop in they are good. their first batchs of quality control on their power band werent to well,but they have fixed all that for the most part.make sure you get valme stems/seals with it while your at it. but jwt and tomei are good. i heard tomei have a very smooth power band. theres a thread here

you should get a new head gasket. and no cometic. bc cometic i have heard blow around 350+ so that cant say much for stock, plus you dont know if the original owner(s) have ever over heated that engine.
if you do get cams you will be able to run a larger turbo and get a faster spool so journal or Dual BB or what have you really wont be to big of a problem.
i really dont think youd be able to hit 400 with a 28 unless u get a sweet a** tune and have more work done, bc the turbo u want can run the levels you are interested in but cant deliver the same cfm. so just run a t3 top mount. if you part it together it wont cost much. or if your rich, get that new borg warner turbo

heres a lil fact. the oem manifold is prob the safest one you can have bc they almost never crack. it does happen but i know many track racers who are pushing the same power you want or more just for that fact. but they do restrict
if your gunna get the isis intake manifold your gunna have to do a few things for it to work.
fabyour fuel rail so have something that can cut metal such as a dremmel. and your gunna have to bend your FPR neck a lil to clear over it and fit the gas line ontop of it.
if you do get the manifold DO NOT GET THE POLISHED ONE its mostly aesthetic and it does get very hot(so youll need to buy a thermal gasket(sykky is good)) its bc the sand matte one is more porous and disapates heat much better. and if you do get it make sure you clean out your AICV prior to install and u get a fpr. the AICV is at the bottom of the manifold VS the top like on the stock so if you ever have blow by or ur FPR has a leak in the diaphragm you wont have much fun. i learned first hand.
