btw one original thing i thought of was maybe enthalpy tuned it for the wrong turbo? i have a garett gt25r, .64. a lot of people when i told them that thought i had a gt2540r, usually shortened to gt25r. mines good for like 300, the gt2540 is like 450

Yeah, I'm guessing that Scott may have tuned your ECU wrong. You've checked everything else from what it seems like that would contribute to a running rich situation, only thing left is the ECU.
