Powdercoating is FAR superior to painting... If you live in FL or CA, paint may work but in any snow area, expect to be painting them 2-3 times a year (still not that horrible if you DIY)...
Wheels are heavy, so shipping will probably kill the deal but im sure all of us can find a local powdercoater in the area, and they will probably do it for under $100 a wheel, maybe $75ish...
I know thats a lot more expensive than buying 4 cans of krylon and some clearcoat... but you can get a 100% perfect color match, or pick some of the wildest colors/styles you have ever imagined, stuff thats not CLOSE to being possible with paint... with a "tough as nails" finish that wont chip off under any circumstances...
Again i think the shipping makes it a lot more expensive, but "the choosen one" is a nico fabricator
zerothread/336346and does this as a "side gig"... Try and find a way to get stuff like this done on wheels with a can of krylon! I dont think he can do wheels though, as he does this at home and most wheels arent going to fit in a standard kitchen oven (the items need to be heated to 400 degrees to cure the chemical bond that adheres the paint to the metal.)
