From a momentum standpoint, that makes sense. But understand that the bikes cross section is much smaller and by relative comparison is like comparing a knife to a hammer. While a hammer will exert a greater amount of impact, the knife can do a lot of damage because all of the momentum/energy is localized where the hammer's impact will be spread over the area of the head. The PSI of force will be much greater with the knife. Depending on where the bike hits you, your door for example, it could cause some serious injury or kill you. Think of how a car can be split in half by a pole at a high enough speed. It just depends on the type of accident. They do this in Indiana too. You can either just take the test at the DMV to get a motorcycle license, or this course can be substituted. It's run by various motorcycle institutions in the state, NOT by the state itself. They have various levels of rider training courses. I'm actually quite happy they do this, as it allows riders to improve their skills at a low cost to the individual.
