I got pulled over in Long Beach for having a SuperTrapp which was far too loud, to the point where it setoff car alarms. All I had to do on the ticket was pay the fine. Of course, I figured that out after I went through the hassle of getting a new exhaust and worrying about getting it tested.
The modified exhaust law in CA is a *****. In theory, you can fight the ticket if the cop didn't put a dB meter on your exhaust before giving you the ticket. Odds are though, the judge will side with the cop and make you go to place to get it tested... of which there are only a few. But the having to measure the noise aspect of the law is the weakest part of it, because there are different acceptable dB levels depending on if you have a car, a truck... pre or post 1970-something, etc.
I think there are some hardcore penalities if you get pulled over a second time for the same exhaust. Look up the Vehicle Code for the section you got cited for, and check whether or not you need to provide proof of protection, and what that proof has to be. In my case, I only had to pay the fine. Yours might be different, depending on what city you got pulled over in, and what subsection of the code you got cited for.
