my front belts dont retract to a degree, usually since there is a small kink, the belt just stays out and i hit the door on it. but once i hand feed it a bit, it slowly reels in. Does that count?

I wouldn't worry about it. It took me a few tries to get my seatbelts replaced under the warranty at first. Your 1998 has seatbelts warrantied forever, they pretty much can't say no - if they do, call 1-800-NISSAN1 or try another dealer.

My one bad problem was with a Subaru dealer in Albuquerque NM when car was still fairly new, purchased new.
I took it in for timing belt change, and they wanted me to get water pump and something else done at same time.
I declined, and just had the timing belt and associated parts changed.

SO almost immediately the front crank seal leaks, and its bad. Not a drip before, and its a flood. Engine covered in Oil and smoke going down the highway.

I had to get this fixed in a shop as I had just moved job but not house. Needless to say it never weeped or leaked again in 12 years !!!

Then when water pump went 40K miles later I did the job and replaced the timing belt as I was there, guess what I found, one bank was one tooth off on timing !!! As I had moved city I never went back and would not anyway.

So yes I think they stuck a screwdriver in the crankshaft seal !!!
