Because you cannot pull codes from the ECU, using that program will allow you to actively monitor all of the engines sensors, that way you can get a much more accurate idea of what the engine is doing under certain situations.
Either that or you could pick up a used ECU from somwhere, because trying to troubleshoot an issue like this without being able to talk to the ECU is like trying to do a rubicks cube while wearing a blindfold, its also possible that the ECU itself is the problem.
