Not necessarily, there's many ways to radius..the way I'm doing mine the stock edge is maintained...I'm removing metal above the stock flare and bringing it up to maintain a stock appearance but still allow me to roll low. That all depends on the application. And for the cutting..cutting wheel, sawzall (you better be good..haha), or whatever you feel most precise with.
