Someone already mentioned it, but Rice was originally used in context of all japanese cars.
Over the years, as "suping" up your import became more of a mainstream nonchalant hobby as opposed to an enthusiast driven love, the term "Rice" was adopted by import guys to describe the "wannabe's."
So nowadays, it's GENERALLY used to describe any sort of cheap, poorly made, second hand modification, that does nothing for performance, or is designed to DECEIVE you into thinking the car can perform, when it cannot.
i.e. Super wings, superflous stickers ( not sponsor stickers, which are a must for those that are sponsored ), Painting your brake calipers, Super loud exhaust with only the intent to make noise... etc. You get the idea.
Lot's of people who got into modifying imports after the culture has already been established for awhile, use the term "RICE" way to loosely. Everytim they see something they don't like, they start yelling rice.
BY THE WAY.. the amount of hp a car has doesn't always give the car default " Non rice " status.
EX. The Ferrari on BEATERZ.com with a porsche TURBO badge. Lol. Definately " Rice" . ( of the european blend )
