Removing Aerosol Bedliner from Bumper

I sprayed my rear bumper in bedliner last winter when I hit a rock and needed a quick fix. I only did it in aerosol but the stuff is pretty durable. But its "bubbling" in some spots, how would I get the stuff off easily without murderring the plastic underneath??

I dont mind scuffing the bumper getting the stuff off, because I plan on using QUALITY bedliner on the bumper this time. I just need this stuff OFF

If your going to bed liner over the stuff anyways, why not angle grinder with 80 and 120 grit flap discs :D
