RB25NEO VVT solenoid valve needed!!! Cjmartz2k.............((((HELP))))

i tested my solenoid it clicks on and off but it does not work...any ideas?

I have nistune and set the VTC minimum speed enable to 0 (i dont have the vss wired up)

I have a log saved of it working but only 1. Any way to test to ecu to see if its sending the signal?

so it says: battery voltage at idle and at 2000rpms it will be .45v?

the brown wire to the vvt solenoid is a 12v and ecu #117 is the other wire that goes to the solenoid.
the ecu signal grounds the solenoid to switch it on/open it.

Unsure of what would test at battery voltage at idle the ecu wire? and then it would be .45 when it signals the solenoid as a ground?
