I do not think you can get an EO on a motor swap.
CARB is a little strange. I dont think anyone , even the people that work at the ARB fully understand the rules and regulations.
A motor swap is legal if you have all the same items on it as the vehicle that was certified and of the same or newer model year .
For an EO number cars are FTP tested to show the modifications do not make any major changes to the overall emissions of the vehicle.
Cold start - 11 mile drive cycle. SHED testing.
Not a smog.
What people dont get , because the states dont enforce it , is that the swaps and most modifcations are illegal under Federal Law. Federal and local law can and does differ.
