Update, Nissan Dealer fixed the problem.
The issue began after my mechanic had replaced my valve cover gaskets. They had to remove my intake manifold obviously to get to the valve covers. Shortly after I got the 1130 swirl control valve code. My mechanic then replaced the swirl control solenoid along with the vacuum tank it goes mounted on. When that failed to keep the SES light off he then replaced the control valve check switch. Light still came back on...he couldn't figure out what was going on and sent me over to see the service Manager at my local Nissan dealer that happened to be a friend of his. They put their best mechanic on the issue to hunt down the problem. After diagnosing it turns out when the mechanic did my valve cover job he did a bad job of reassembling the intake manifold. They found a small leak in the intake manifold and the vacuum lines were all routed incorrectly. It was really jacked up. The dealer re-did the job. Put on a new intake manifold gasket and ran all new vacuum lines correctly. No more code, car runs like new and wastes allot less gas. My Mechanic friend that owns the shop was nice enough to pay for the bill from Nissan to fix the disaster his mechanic caused. He also fired the mechanic who did the job because he said this wasn't the first job he jacked up. I felt bad for the guy who got fired but man he caused me weeks of grief trying to figure out why that damn code wouldn't shut off, also caused me to waste money on parts I didn't need. All is well now, I'm glad its resolved. I share this in case anyone else ever has trouble with the P1130 code, if after changing the swirl control valve you still get the code...make sure your vacuum lines are routed correctly!
