P1610 and P1615 means the system is in "lock mode" and is triggered by a damaged or not programmed key.

Probably going to have a locksmith come out and try to program the keys for you.

UPDATE: I really do not understand but I was able to connect my VAG KKL COM cable and just program my key. WTF. Anybody got any insights?

I came across this, don't know if it will help you or not but might be worth a shot.

In lock mode, the immobilizer system prevents the vehicle from starting. Escape from lock mode procedure: Using the correct key, start with the key off and then turn the key on but do not start the engine. Wait 5 seconds and turn the key off. Turn the key back on again and wait 5 seconds and turn the key off. Turn the key back on again and wait 5 seconds and turn the key off (a total of three cycles of key on and wait 5 seconds and key off). Then turn the key on and crank it and see if the engine starts. If this does not work you will have to use a Nissan factory scan tool to get unlocked.

04pathse - I think I might have tried this sequence earlier this week. It’s weird though man, my key was able to be added on to the ECM via NDS2 & VAG KKL COM after the troubleshooting steps provided by Rockwood and connecting a new scanner from Harbor Freight. I’m currently 3 beers deep and changing out the gaskets on my oil cooler so I can finally start this rig. Thank you and I will keep everybody updated. Cheers

UPDATE: So, the moment we’ve all been waiting for. SHE RUNS! Thanks to everyone here. However, the war is not over. After getting it running, I pulled 6 codes....P0100, P1320, P0155, P0443, P1140, and P0505. To add to this list, the car also runs crappy and will die if I give it some gas, the speedometer won’t work (lights like SES,ABS,etc.. will), and the air will not blow. I’m going to call it a night but I welcome any advice, tips, and tricks like always. Thank you guys.

Well, I'm not sure you will ever figure out exactly what happened..... but disconnecting power to the ECM may have helped. The P0505 is a concern, that is what shows up when the IACV damages the ECM.

But at least you got it going! Google all those codes with "nissan'. That will give you some results that will point you in the right direction. A bit of work ahead yet!

Headed to the junk yard today to see if I can’t find some parts! I believe the P0505 code is because I haven’t relearned the IACV yet... Hopefully.
