NEO RB25 Overlooked Perhaps?

I know these for a fact:The NEO RB25 produces about 25 more HP more than the RB25.I also know the NEO also classifies the RB25 as a low emission vehicle.But what exactly is this NEO head fitted to it?And will it in someway hinder the swap into my S13?I know I want the RB25, but I have come across a NEO RB25DET.Since maintenance is already gonna suck for the RB25, is it going to be worse for the NEO?
