1998 I30- I have a o304 misfire code using a GST. When I go to check the timing and disconnect the TPS (throttle position sensor) and attempt to start the motor starts, revs a bit and dies. I beleive the motor should still run, am I correct? What direction do I go?

IIRC an 0304 code, would be a recurring misfire on cylinder No. 4.

I would start by pulling the plug for cylinder 4, and checking it condition. If it is wet with gas, the coil, coil wiring or leaking injector should be suspect. If it is dry and clean, suspect a stuck closed injector, or bad injector wiring.

How long has it been since the car had the spark plugs replaced?
