Federally, any passenger vehicle over 25 years of age may be imported into the U.S. with a special bond release letter stating that it will be titled by the state as an antique, which means it cannot be driven more than x,xxx miles per year.

As far as Skylines go, the only model under 25 years old with a conditional federal "pass" is the R33 (1996 - 1998). These are ONLY released upon receipt that they have been modified to comply with both OBDII EPA and DOT safety requirements (glass, seatbelts, etc.) by a REGISTERED 3rd-party modification company (currently the only one of those is JK Technologies located in Baltimore, but they might not be in business anymore) because they received all the DOT crash-test data performed by Motorex.

There is a huge sticky about all this in the GTR/Skyline forum.

And Rich, the R33s are the only ones that were allowed to stay becuase the crash test data was adequately filed. Check out the NHTSA website and you can read the letter yourself. BUT that's only if they go through all the red tape that's pretty much impossible to go through.

Effectively, you are right -- but the exception for the R33 models is real (and I've often thougt it might be a good business venture to offer J.K. some money for their data and procedures and start my own company). I did a sh*tload of work on helping get all that data together when I first joined NICO and worked with Neal (Gold Digger) on it.
