I believe it's something like for every tenth you shave off your 60 foot time, you will shave 2 tenths off the quarter mile time.
How are you launching? Reving and then just dumping the clutch? Try a few different ways and a few different rev points to see which works better for you.
In my GTI and golf (both fwd) it worked best to rev to about 4k rpms and then quickly but smoothly let out the clutch. (not just dumping it.)
Btw, in my 2000 Golf 1.8 turbo, I ran a 13.9 quarter with just a chip and a downpipe and slightly wider tires than stock. (that's about a 8.9 1/8th)
