Working on a swap (not mine unfortunately) and as I was replacing the elbow I checked the shaft play. There was no movement. As in, no side to side, no in and out and no rotation!! It was literally very hard to spin with my fingers. I don't know how long this motor has been sitting and I am wondering if this this turbo is shot or if it is likely to free up once it gets some oil flowing across the center section again. I was considering pouring some oil into the line and spinning it with a drill and appropriately sized socket. Any opinions or suggestions?

It shouldn't be all that hard to spin. New ones are typically a little stiff, but can still spin by hand no problem and smoothly. Odds are it got rusted or something is wedged in it possibly.

If the turbo is not on the motor, you should have a pretty good look at it. It might not be a bad idea to pop it open and look for foreign objects and/or baked in oil from the previous user.

I would pull the CHRA apart and rebuild it, good excuse for new seals and bearings.

Thanks for your responses guys. I gave Jeff over at HT a call and asked his opinion. He told me he has seen several turbos like this free up after the heat from the motor running gets at it along with some fresh oil flowing over it. The owner isn't in a position to put any more money into it at this point, so we are both hoping for the best come start up time.

Ive seen stranger things happen, make sure and report back once the engine has been started.

Good luck.
