Actually, you want the BOV at a position so it takes longer for the pressure signal to get from the TB to the BOV than the signal from the manifold to get to the BOV, so that the BOV can be open when the pressure gets from the TB to the BOV. That means that the distance from the TB to the BOV needs to be GREATER than the distance from the manifold vacuum source to the BOV, so it's open when the pressure signal hits it. Remember, the speed of sound means the time it takes for a signal, ANY signal, not just sound, to travel though air. So you want the BOV to be open when that happens, that way you can minimize compressor surge.
