I don't know if anyone else noticed, but in the photos you posted with the fogs on and off, take a closer look. The foreground with the fog lights on are great. But at 60 mph, how much is being able to see 20 feet in front of your car going to help you? You'll have about 0.227 seconds to respond.
Now look into the distance in front of where the light is casting onto the garage door. Notice the ground is darker there? There is no less light being cast there by your car's lights, but the camera is compensating due to the additional foreground light. The method between a camera and human eye responding to light is a bit different, but the effect is similar. Too much foreground light will cause your pupils to contract and your distance vision will be reduced. Fog lights are designed for fog. Don't expect fog lights to perform like driving lights. Their beam patterns are not suited for normal driving, let along high speed driving.
