ok got the ic piping on there and it still wont start, is it possible that when my friends put the timing belt on that it was on the exhaust stroke and not compression?

No. The cams line up with the marks on the backing plate. TDC is TDC as far as the bottom end is concerned.

Which MAFS are you using?

Have you pulled the codes from the ECU?

Get a noid light and see if the injectors are firing.

If the injectors are firing, check the coils and make sure you have spark.

If the injectors aren't firing, you either have a bad CAS, bad resistor pack, bad wiring, or a bad ECU.

Im using the stock maf ive checked the wires to the injectors and resistor, resistor itself, coils and to see if they were sparking.

I havent checked the cas i also know its not in the right spot that its just on there in the general area and i also havent checked the codes either.

Could we have put the wrong cam gear on the exh cam replacing the intake cam? Its been so long i dont really remember which one we used.

broken off key way for the cas maybe not make ca start?

got it started had to swap the exh cam that was in the intake to the exh and the other exh cam to the intake, also gotta figure why the wire to coil pack 2 isnt sparking.

Yes, the broken keyway on the exhaust is VERY common. One of the reason's I went to SDS. I didn't have a car for 3 days once because of that. (Back my when it was my DD).

Explain the coil #2 thing a little better.

Alright i previously had checked spark on all 4 everything was fine. Now #2 isnt sparking, ive put the spark plug and coil pack from another cylinder that was firing just fine to see if the original ones i had on there were bad and they still did not fire. Im guessing theres a short somewhere in the harness.
